Seems there is some fixation on this question. It would depend on what exactly is in the contract and what can be beneficial to the taxpayers. I believe the City has a lease agreement with Hasek Heroes for Riverside and Cazenovia rinks and it is beneficial to both parties and patrons. Since HH is a non profit they are able to apply for grants which the City is not allowed to do, similar to the contract the City has with Olmsted Parks. Also in the contract youth rates are capped and given priority. So basically depending on the parties, agreement and contract it can be very beneficial to everyone involved. But remember you need an organization that wants the community to benefit in this situation, you never sell or lease real estate just for the sake of making a quick buck.
