"We make no judgment whether you have the money to pay or you don't have the money to pay," John Howard, a commissioner on the Public Service Commission, said at last month’s meeting.
    - PSC approving an estimated $4.4 billion in costs to be paid statewide for transmission upgrades by utilities.
_ Other costs that are hitting utility bills over the coming years include, according to decisions by the Public Service Commission:

My NYSEG supply rates have gone up and down over the last few bills. Their billing times are erratic-

    12/12 - .075 per kwh
    1/18 - .082 per kwh
    2/10 - .071 per kwh
    2/24 - .086 per kwh

My natural gas supply charge has dropped over the last couple months.
    1/13 bill .86 per ccf
    2/13 bill .85 per ccf
    3/14 bill .80 per ccf
