Why would there be water up to the sprinkler head if the system was a dry system? Frozen or not.
Was the main valve that would open energizing the system was left open or failed?
“It was an accident. It could happen to anyone at home and people should check to ensure their water pipes don’t freeze. I the building was occupied as it sounds why was it left to fall below 32 degrees causing the pipe to freeze?

Good questions Res. I am sure this will be in the public being visibly watched by taxpayers. First of all it is a shame that a building that cost that much money in only it's infancy occupation already has damage. I believe accidents do happen, but this one is a biggy.
Fronzak is right, who is responsible and signed off. That is the first place to begin. Who will foot the bill?
When all said and done, will the insurance rates rise? When claims are made, and this one is substantial, invariably your rate increases. So the taxpayers will be footing that bill.
Such a shame.
