Question: under the current disposal rules - how long would it take to dispose of a 12' by 12' carpet ? Once a month you can put out three rolls according to the restrictions listed by waste management !

Very quick. Just throw it on the side of the road somewhere.
12’ x 12’ = 144 sq. ft.
Cut carpet rolls are usually 3’ x 6’ = 18 sq. ft.
144/18 = 8 rolls
So, 3 bulk pickups – unless you have neighbors who have no items for bulk pickup let you place 3 rolls at their home.
Or, you can pay the company you are purchasing the carpeting from to take the old carpet away.
Or you can purchase a ‘Bagster’ and pay Waste Management to pick it up.
As Supervisor Coleman declares: “It is only fair for people to pay for disposal on the amount of garbage they create.”

The new code requirement is ludicrous - and I have seen carpeting being picked up by Waste Management that is rolled into 6' lengths and 3 ft. wide since the new waste contract went into place.
It is especially ludicrous in that the carpet weight does not compare to appliance / furniture bulk items.
