I think it became a "soft" control board because Erkel balanced a couple of budgets. But this simply shows why Buffalo should have a hard control board, possibly for good. Also, the city government really doesn't give a sh*t about the city school budget because the BPS are financial wards of the state and have been for years.

Grump you are also correct, Buffalo spends so much money for people doing nothing, Like Traffic Police. The only money the city spends that does something is for Parking control.

Just raise taxes to cover the shortfall? Just like the towns do because they can't control labor costs. Why should people who live in Buffalo be any different than the people who live in the surrounding towns?

Well, at least in the suburbs we get something that resembles service and, for the most part, the schools are decent. I know the schools are starting to suffer in Cheek and some other inner ring 'burbs but none of them approaches the toilet that is the BPS. One of the reasons the BPS can't be reformed is that city tax payers have almost no skin in the game since the state pays 80% of the freight and consequently city tax payers are not paying for an overflowing toilet.
