Lancaster Town Board resolutions: Clarification please!

In the 25 years of religiously attending Lancaster town board meetings or watching their livestreaming I have never encountered a resolution debacle as what took place at last night's town board meeting.

A resolution was pulled because a site plan had not been completed.

A resolution appeared on the agenda for approval. The resolution read at the meeting for approval was not the one on the scheduled prefile resolution agenda but approved unanimously - without formal process of ang change notification. Is this even legal?

A business representative requested information why his application was not on the agenda when he had all the required approvals, was waiting approval to start construction, and promised his petition would be on last night's agenda. He was told it was mistakenly on the attorney's desk, not filed and would be on the next meeting's agenda.

When asked by Supervisor Leary whether there were any town or committee reports, there was silence on the part of the councilmembers. Perhaps someone can offer clarification at the next meeting on how these mistakes make it to resolution or not!

In the recording of the meeting after the executive session, there was a suspended resolution offered.
It was regarding the service of the statement of charges discussed at the previous executve session.

    WHAT DOES THAT MEAN?

Was the resolution that was approved that you stated wasn't the one in the pre-fled resolutions shown correctly in the minutes?
