    Lancaster Town Board Agenda/Appointments

    For those interested in Tuesday evening’s Town Board meeting:

    SEQR review meeting at 6:30 pm on the 3949 Walden Avenue (Colecraft Building) site plan for use as Court/Police Building. It appears the town plans to go ahead and use the building for stated purpose, but at what cost and how much of the 76,000 square foot building will be renovated and used. A new police facility could have been constructed on town owned property on Pavement Road – 43,000 square feet and for $7 million. The town has already sunk $2 million in the Walden Avenue building and has had it off the tax rolls for near seven years.

    Appointments

    Deputy Town Clerk Mary Ann Perrello will retire effective January 31, 2010. Clerk-Typist Suzanne M. Blank will be appointed to replace Parrello. Town Clerk Johanna Coleman has recommended Dianne Terranova to the Town Board to the permanent (contingent) civil service position of Clerk Typist, full time, full benefits to the Town Clerk’s Office. Ms. Terranova previously worked in the Town Clerk’s Office and left to work for Mark C. Poloncarz in the Erie County Comptroller’s Office.

    Darlene Humphrey will be appointed to fill the vacant seat of Mark Aquino on the Zoning Board of Appeals. I was very impressed when reading Ms. Humphrey’s resume in the communications section. Elected for three consecutive four-year terms to the Board of Trustees for the Village of Lancaster from 1981-19993 and served as a member of the Village of Lancaster Planning Commission from 2002-2004.

    (Personal Comment: Mary Ann Perrello will be sorely missed; a very helpful, courteous and wonderful person.) The other three individuals bring a great wealth of knowledge and experience to the Clerk’s Office.)

    Kristin Keane will be appointed to the Lancaster Planning Board. In her submittal letter Keane wrote the following:

    I have for a number of years had an interest in the governance and am extremely interested in the development of the town. I have been a resident of the town of Lancaster for 20 plus years, raising both my children here and have been active in the through many community organizations. I am currently employed as an Estates and Trusts Paralegal with the law firm of Magavern, Magavern & Grimm in Buffalo.

    As Lancaster grows through residential, industrial and commercial development, I have an interest in seeing that its growth is consistent with the needs of this community of which I am very proud to be a resident.


    Development

    There is a resolution to deny Bella Vista Group rezone of certain property at 4779 and 4783 Transit Road from General Business (GB) and Residential District One (R-1) to Multi-Family Residential District 4 (FR-4) for the purpose of building a Senior Housing project.

    The petition went before the Planning Board and no recommendation for approval was made. After hearing that the county has reservations and from the evidence adduced at a public hearing, and after reviewing the Master Plan and Zoning Map of the Town of Lancaster, the following facts were discerned:

    1. The multi-family use is encroaching on single family residential neighborhood to the east.

    2. The rezone is a benefit to the developer rather than the Town due to adequate senior housing already existing and planned within the town.

    3. There is no direct access to the development. Access is through the parking lot of Tops Markets. This entry, through a commercial area, renders this a less attractive dwelling site for seniors, who must negotiate through a crowded parking lot to access their apartments. Also, the truck loading and unloading dock for the Tops Markets is located near the entrance to this property causing the potential mingling of auto traffic with tractor trailers backing into the Tops Markets.

    4. North access route is too small for both auto and truck traffic.

    5. The actual building site is too small for the development desired. The existing detention basin for Tops Markets must be rezoned for the sole purpose of meeting minimum space required for this building.

    Is the cost to renovate still at $8 million? This is Ruffino's baby isn't it?
