If "Downsizing"/consolidation is so great, why are its two leading proponents liberal Democrats: Kevin Gaughan and Bruce Fisher.

The "message" is achieving centralization of power by weakening local government, the only government that remotely works. That's a liberal goal. It would be odd if liberals wer advocating illiberal goals.
Bruce Fisher was Giambra's policy guru. He's a liberal who favored consolidation since liberals favor the concentration of power into the hands of elites who can tell the great unwshed what to do. Remember that discretionary spending rose under Giambra. Fisher believes in government spending to stimulate the economy.
So, yes, I think it's important to pay very close attention to the messengers.
I am against the message. I have said so here and there. I have moved on to the messengers because of smaller government types who are on board with this liberal agenda.

Way back before there was very much internet activity around here, I was posting material against consolidation and regionalization. That movement failed and now phase two is to attack the least expensive aspect of the least expensive form of government, the municipality. So, my views on this are quite old and quite firm.
"Downsizing" is a faux reform. Faux reforms crowd out real reform such as abolishing the NFTA which gets $95,000,000 each year from government subsidies for providing crappy service.
Before we attack municipal government, we need to, in this order, drastically shrink the federal government, then the state government, then the authorities, school districts and counties. It goes without saying that all special districts must go.
downsizing is like abstinence - sounds great, never really works out very well.
