New York State collects and distributes the sales taxes – including taxes on gasoline sales – generated in Erie County. In 2013, the state returned about $40 million from gas taxes back to the county. About $24 million of that went to county coffers, with the rest divided between local municipalities and school districts.
The county Budget Office projects that the county will lose between $7 million and $8 million in gas tax revenues this year if gas prices continue their drop. That projected loss rises to between $12 million and $14 million if the tax revenues shared with municipalities and school districts is included.
So its ok for private business to lose money, as long as Big Govt's 'revenue' doesnt decrease read: taxes continue to increase.
Lower prices at the pump = less money for the county via taxes.

Maybe instead of figuring out a way to further screw the people over via taxes, they should instead focus on stream lining their finances and do more for less like everyone else?

I don't think you comprehend that sentence. It is questioning whether lowering taxes will lower the price of gas for the consumer or merely be pocketed as additional profit by the gas seller.
