While an interesting effort - a scientifically valid poll if Erie County residents would be a better gauge of the public's position on the issues.
What happens if only 10,000 people sign the petition? Do we conclude that the great majority of Erei county residents are not opposed to the public funding of a new stadium?
The best gauge would be to put issues like this to a ballot measure in an election brought by the public via a certified signature process.
However, in order to do this, NYS and Erie County would need to create a system for such measures. That of course could get ugly for entrenched politicians as they would not have full control over things.

The Buffalo Bills as a privately owned company are worth approximately $1 billion dollars. The Buffalo Bills earn an estimated yearly profit of approximately $35 million dollars. The current Buffalo Bills lease agreement is being subsidized by taxpayers in the amount of $200 million dollars.
Tax dollars should not be utilized for a very successful private business typically owned by a billionaire. Any new stadium should be paid for by the Buffalo Bills and their new owner. In the current Buffalo Bills lease agreement, taxpayers are responsible for 73% of stadium renovation and operating expenses. A new football stadium is estimated to cost $800 million dollars.
We the undersigned are opposed to tax dollars being used for stadium costs and Buffalo Bills operations.
Tax dollars should not be utilized for ANY private business typically owned PERIOD.

I'm assuming water pipes to the structure would be paid for by the water company seeing they will charge a water bill. The sewer work will be covered by the sewer authority because they will charge a sewer bill. Electric infrastructure will be covered by the electric company seeing they are going to charge for electric. Fiber optic lines will be covered by the company charging for that.
Only thing left are roads. Right?

No they didn't. By now most readers know I do not approve of giving businesses tax payer's money. I'm pretty sure our state constitution states we are not supposed to do that anyways.
If Terry/someone covers the cost of the stadium you really can't ask for much more. The state or county would have to supply the connecting roads though but that cost would be covered by the property taxes/taxes generated by the stadium. Can't be tax free otherwise it's pointless.

Personally, I would love to see an opportunity to have a permissive referendum on any bonding that they may utilize for the public funding portion.
However I believe it is a fait accompli, I only hope that there is some pay for performance provisions in any future lease. If the whole sale on the public funding part is drawing in people from outside the area then they should put their money where there mouths are. Who is going to travel to this area to see a losing team?
