I believe they got that in lieu of agreeing to going to - 1 Health Care Carrier. It was a Giambra sponsored early retirement incentive program. Seems all the uproar about Dusza inadvertently woke him up, or someone close to him, pointed it out to him, and he opted in. By him quitting in 05' he did way better off than staying into 06'. He ought to thank Bauerle and Beach. They made his retirement rosier.
we elect these people to represent us NOT to take care of them for 20 years or life how did democracy get so screwed up? It's as though we need to cleanse the system periodically somehow...with a taxpayers revolt on a much more organized & dilligent level to keep everything in check...they (politicians w/ few exceptions) are becoming like a secret society or an exclusive club - watching out for themselves & each other instead of the people who trust & elect them as their representative.
This is where our new legislators, e.g. Cindi Locklear, need to step up to the plate and propose doing away with these things. They all ran on a platform of reform and being more responsive to the needs of the people, so let's start seeing some action.

For example, you are a congressman for two year term and lose your seat. You get a lifetime pension of your current salary per year without any social security withholding. $225K per year. Of course this goes up each year you win. The more years in congress the bigger the pension.
I think when (and if) Senator Robert Byrd of WV retires, his pension is over $1.5 million per year plus bennies. Remember, these guys don't pay an HMO copay but get unlimited lifetime health care for themselves as well as their spouse.
