Kruly replaces Janet Penksa, who resigned last week.
Kruly is the third member of former Erie County Executive Dennis Gorski's staff to sit on the seven-person authority board. Kruly is currently director of government relations at Canisius College.
Other former Gorski insiders on the authority include Stanley Keysa and Sheila Kee.
Kruly comes to the authority with a deep background in municipal and public-sector financial management. He was Erie County Budget Director from 1997 to 1999 and has also served as Erie County deputy clerk and director of administration and finance with the Niagara Frontier Transportation Authority.
"Ken Kruly oversaw Erie County's budget and successfully helped reduce property taxes and long-term debt, eliminated short-term debt and improved the county's bond rating," Hevesi said in a prepared release. "He knows about the challenges of managing government in troubled times."
The fiscal stability authority was created earlier this year to serve as an advisory group to oversee Erie County's budget process and help work its way out of its financial crisis. The authority has the ability to transform itself into a hard agency with full powers to reduce employment levels, pay and benefits if certain conditions aren't met by either Erie County Executive Joel Giambra and/or the Erie County Legislature.
