    Erie County just announced that last year's budget showed a surplus of $22.2 million. Just from reading about the financial condition of Buffalo, New York State and the federal government, one wonders how this economic "miracle" could occur. Just like the very recent corporate accounting scandals, I think the administration is "cooking the books" in order to announce a budget surplus for political reasons.
    By using $41.8 million from the reserve fund, the county administration is bold enough to declare a "surplus" of $22.2 million. The Giambra administration does not, and has not had the recurring revenue to cover the county's annual operating budget, but has been burning through the reserve account funds left by the Gorski administration for the past three years to make ends meet.

    This administration then has the audacity to take credit for having a "balanced budget" and a "surplus." Who is responsible and accountable for presenting this fraudulent report of the financial condition of our county? By the looks of last year's budget report, I would think it was the ghost of Arthur Andersen. The taxpayers of this county should be furious at this intentional deception.
