    According to Quinn, effective Jan. 1, 2008, the state will take over the entire local share of Medicaid. The counties at the same time will be required to remit to the state an annual payment based on either their capped amount as of 2007, plus 3 percent annually thereafter, or an equivalent amount of their local sales tax revenues plus any growth in their sales tax. "With the current budget crisis in Erie County, this is much-needed relief," added Quinn.
    Did he just say that all sales tax money will be used for Medi-something in 2008?

    This sure looks like a linkage between two separate items: Medicaid expenses and sales tax revenues.

    If this were something in the tax code, it would usually end with "whichever is smaller (or larger)."

    That's usually an indication that they're trying to force you to do something.
