The Community Development Block Grant Program is a federally funded program authorized by Title I of the Housing and Community Development Act of 1974. The program, commonly referred to as CDBG, is currently administered under two different formats. Larger governmental entities participate through the Entitlement Program. The Entitlement Program is directly overseen by the Federal Government’s Department of Housing and Urban Development (HUD). Smaller governmental entities, towns, villages and cities with a population under 50,000 and counties with a population under 200,000, participate through the Small Cities Program. In New York State the Small Cities Program is administered by the Governor’s Office for Small Cities. While the intended purposes of the individual grant awards vary, the funding is primarily provided to revitalize neighborhoods, promote economic development, improve community facilities and provide low-income housing.
