Rez, are you that ignorant about your own country that you don't even know that the POTUS can NOT pass laws? Only Congress can do that on the national level, and currently the Dems control the US Senate and the Reps control the US House of Representatives. That would mean that any national laws to "make it hard to protest" would have to be passed by Dems and Reps.
Moreover, most laws are local ones anyways, passed by local or state governments.

When was the last time that the POTUS declared war? Never. Congress has okayed every single long term military action that the US has engaged in since WW II. The only exceptions may have been the invasion of Greneda and the ousting of Manuel Noreiga but those actions only lasted weeks IIRC.
As Commander-in-Chief, the POTUS has the right to send American troops anywhere in the world to protect American interests. That's been an undisputed presidential right since Thomas Jefferson sent the US Marines to lesson the Barbary pirates.
