WASHINGTON -- The Senate today approved a bill creating a national heritage area in Niagara Falls, meaning the long-delayed proposal will likely make it into law later this year.
The House approved a similar bill last October, and now the two measures will go to a conference committee to be merged. Because the language creating the measure is identical in both bills, it's likely to remain in the bill's final version
