Actually, I think Guiliani "fell" because he has no appeal to the GOP's base. He appeals to the East Coast establishment types in the GOP, but he's divorced, pro-choice, has no problem with gays and lesbians, doesn't thump the Bible, and comes from the city that's the stronghold of "liberalism" and that puts him to the left of John McCain in the eyes of most GOP die-hards who consider McCain "a liberal".
