    Linwood substation gains support

    Support plan to spend $15K to create substation near 18th and Linwood

    Niagara Falls city councilmembers are throwing their support behind plans to spend $15,000 and establish a new community resource center and police substation in the area of 18th Street and Linwood Avenue.

    The station would increase police presence between 11th and 22nd streets from Forest to Ontario avenues — one of the worst areas in the city based on crime incidents over the past couple of years, according to figures released by the police department.

    City Administrator Bill Bradberry described the area as on the “cusp” of being lost forever.

    “It needs dire attention right now if we want to salvage it,” he added.

    Bradberry, along with police and fire officials and other community development and block club leaders, met in October to tour potential sites in the neighborhood for the new substation.

    During Monday’s council meeting, Chairman Sam Fruscione asked Bradberry for an update. Bradberry responded that a vacant building at the corner of 18th Street and Linwood Avenue is targeted, but the council needs to allocate $15,000 to cover the lease.

    “We’re behind this,” Councilman Chris Robins told Bradberry. “Get it on the agenda.”

    Councilmembers will vote for the expenditure at their Feb. 11 meeting. The money will be reimbursable through a community development grant.

    Police Superintendent John Chella said the new substation would operate initially through shared resources with the substation on Highland Avenue. The Linwood site will likely be a mixed-use facility and partnerships are being discussed with city block club leaders, the school district and the Weed and Seed program.

    Bradberry said he was happy the council is prepared to move forward, but warned $15,000 will not be enough to turn the neighborhood around completely.

    “It’s a drop in the bucket on what really needs to be done there,” he said.

    In other action Monday, the council:

    • Approved raising the salary of the mayor’s secretary from $27,524 to $34,504. The difference will be taken out of a contingency account set up in the 2008 city budget.

    • Created an associate director of youth services position and eliminated a golf recreation youth specialist position. The change was needed for the city to be eligible for a salary reimbursement from the state.

    • Approved financial allocations to the following groups for 2008: Niagara Arts and Cultural Center, $30,000; Niagara Community Action Program, $22,500; Niagara Falls Block Club Council, $10,000; Niagara Falls Beautification Commission, $5,000; and the Niagara Military Affairs Council, $2,500.

    In related news, NBC Chairwoman Marge Gillies said past support from the council has allowed the group to become eligible for matching grants, including one that is expected to award close to $1 million in the upcoming year.

    This reminds me of some of the other discussions in this and other boards about "ghetto's. I am in the 18th and Linwood area all the time. I am not afraid to go there, nor to transport my family through the area. While not often, I will still go to the Wilson Farms at that corner for the occasional loaf of bread.

    Not the kind of "no man's land" that exists in other city ghettos'

    Do you ever go out there in the streets when wilson farms is closed and criminals wake up in the midnight hrs?

    Yea, I ride my bike through those neighborhoods during the summer after midnights and before 8 am sometimes. Not so much anymore though, I get better exercise taking the river bike path.

    I guess my point is for all the crime that they document in that neighborhood, I have only ever witnessed one violent act which prompted me to call the police.

    Again, I'm in the neighborhood a lot, all times of the day and night.

    I drive by the highland station all the time. I never see any activity inside...
