Attorney Dennis E. Ward is emerging as the favorite of Erie County Democratic Chairman Leonard R. Lenihan for the post of elections commissioner - one of the top patronage jobs in local politics.
According to several sources familiar with the process, Lenihan is pushing Ward's candidacy in various party factions with the goal of winning approval of the county committee at the party reorganization meeting Thursday.
"Lenny wants his own guy there, and Dennis is the direction he wants to move," said one party leader. "But a lot of people are nervous about it for a whole host of reasons."

Its a fulltime position picked by the Committee of both the major partys (Dem & GOP). There are two. The Chairperson of the party doesn't choose it, he is elected by the Committee. It is a fulltime County position. The reason there are two is so one party doesnt take over the board of elections and take control of the Erie County election process.
As far as intelligence for the job, there is no set standard. However, knowledge of elction law if important. The committee might look at who has been faithful to the party. Dennis Ward, as an attorney, is knowledgable on election law. He has also been faithful to him since being elected Chairman.
Lenihan is pushing him because he beleives he is the best qualified for the position and that he will work with him in making the Democratic Party stronger locally.

how does Len get that position in the first place? Is Len's position basic what a Anthony Orisini is to the IP party ?
Lenihan is elected by the Erie County Democratic Committee. The Committee is made up of two officials per election district, elected by the voters in that elected district.
