    LVAC update

    LVAC contract Update

    Town of Lancaster Disaster Coordinator Ron Rozler presented an update on the negotiations taking place between the town and the Lancaster Volunteer Ambulance Corp (LVAC) on a new contract.

    Back on January 23rd they were sent a proposed contract. On the 29th of January we received comments from their attorney, nothing we thought was too bad. We had a conference call with their attorney on February 6.

    LVAC’S response to the proposed contract was that they had an arrangement with another ambulance service for backfill, which is one of our main concerns. After that February 6 conference call with their attorney we requested a meeting with LVAC and that ambulance service to discuss what the plan was. By February 28 we still had heard anything from them. LVAC stated they sent an email to this company and haven’t heard back.

    On March 3rd, they said that (the backfill company was reviewing a tentative agreement and would get back to us. Our concern was in response to the proposed contract that they had an arranged contract and now they don’t. Or, that they didn’t have any kind of arrangement and now they are reviewing one, trying to put one together, So, currently the holdup is with LVAC providing that backup plan and something that is acceptable to the town. And then to come up with a number, or to adequately respond to a request for service. To me it seems LVAC is more concerned about their other area coverage than the town, which is frustrating because the town and the villages are 70-75% of their call volume.

    I spoke with several professionals in the ambulance service. I believe we may have a different matrix to use instead of just the number of ambulances. I am still trying to run some numbers to come up with an idea if that’s something we can talk about with LVAC, and they would be agreeable to.

    From the beginning of the year, what I am frustrated with, when we signed that 6-month contract, LVAC was against that 5-month contract they only needed 5 days to come up with an agreement for a longer term. Here we are three months into a 6-month extension, and we are no closer than we were in January. So, I’m a little frustrated and concerned by that. I am not panicking yet, but my biggest issue is that if we can’t work this out and we have to go with another service, it is going to take time to get another service, and for that service to spin up to cover the town.

    We are never going to get 100% ambulance coverage. It is not possible to do in today’s EMS world, but we should be able to get very close to that.

    111 Basic life support calls with 90 transports and 33 cancellations

    Average response time – 6 mins,52 secs.

    Staffing – hired 1 per diem medic and 1 advanced paramedic

    Looking to hire one more full-time medic

    Staffing levels remained the same as in the last report

    5 ambulances in service Monday-Friday during peak hours, 3 ambulances thereafter

    4 ambulances in service Saturday and Sunday during peak hours

    LVAC Update - April 7, 2025

    Disaster Coordinator Ron Rozler addressed the town board last night and reported on the status of ongoing talks with the Lancaster Voluntary Ambulance Corps LVAC BY on reaching a new contract by June 2025.

    Rozler declared ongoing talks with LVAC have been taking place and he felt things were closer than ever in reaching a contract. Town Attorney Jennifer Strong is setting up a conference call with their attorney to go over some last-minute concerns that the town had, hoping they could move forward from that.

    LVAC March activity report

    Councilmember Dawn Schroeder presented LVAC’S monthly report:

    377 total calls

    219 ALS calls with 190 transports

    128 Basic life support calls with 102 transports and 30 cancellations

    Average response time – 6 mins, 54 secs.

    Staffing – started training the new paramedic we hired and will be hiring the new full-time medic later in the week

    Staffing levels remained the same as in the last report

    5 ambulances in service Monday-Friday during peak hours, 3 ambulances thereafter

    4 ambulances in service Saturday and Sunday during peak hours

    Councilmember Dawn Schroeder presented LVAC’S monthly report:

    378 total calls

    217 ALS calls with 191 transports

    112 Basic life support calls with 89 transports and 49 cancellations

    Average response time – 6 mins, 59 secs.

    Staffing – hired 3 new supervisors and fully staffed.

    Staffing levels remained the same as in the last report

    5 ambulances in service Monday-Friday during peak hours, 3 ambulances thereafter

    4 ambulances in service Saturday and Sunday during peak hours
