Retrofit the inside with new liners. Add heat exchange type piping inside. When winter arrives begin filtering river water and pumping it to the top and trickle it down, slowly filling each silo with ice.
When summer comes circulate a glycol solution through the ice embedded piping and send it through insulated pipes to near-by business/new developments to use for cooling.
Thermal storage. Makes good use of the cold and cuts down on energy use in the summer.
What you are talking about is basically an above ground storage unit and if you add geothermal along with the waterfront behind it I am sure it could be done. Toronto uses their waterfront to heat and cool buildings in Downtown.
That would be an excellent use for it..
There is another one I think on michigan and it is used for corn for Ethanol or he is still trying to...
