After presenting his work session report on the status of projects the town is currently working on, Town Engineer Ed Schiller presented a report on future big-ticket item projects that would require revenue obtained from bonding. The list was complied with the assistance of highway, parks, and finance. Schiller provided an estimated cost of the list of projects handed him.

Last week Schiller had a meeting with outside counsel handling bond applications. “The bonds are typically sold in July, so we have to work backward because there is a lot of stuff that has to happen before receiving bond purchase approval. Ideally, the board resolution should be passed at the next town board meeting; in two weeks.”

Projects

Highway – rebuild Warner Road from Pleasant View to Town line. Pavement reconstruction, drainage, waterlines, speed table – estimated cost $1.6 million.

3 waterline projects off county’s list. All of Erie Street, Cemetery Road to Erie, Erie to Wendell. Estimated combined cost, $3.5 million.

Siebert Road culvert replacement - $650,000. Spoke to the DOT on the grant application status that would cover the $650,000 culvert replacement cost and they suggested bonding and doing the work to ensure the road gets opened this year. We don’t have to spend the bond if the grant comes through. If you don’t get the grant, your good to go.

Supervisor Ruffino: We should be hearing about that grant pretty soon.

Schiller: Yes, they told us sometime in March. March has come and gone, so we’ll push the DOT again. That brings the bond total for those three projects to $5.5 million.

Considering adding:

Buildings: $500,000 for repairs / updates.

Recreation: $500,000. Playgrounds have been denied twice. Backstop for Brickyard baseball field is $125,000. Was denied last year because of expense.

If you bond and don’t spend the money, you only pay for the bonding process and the rest remains as capital.
