You are 100% correct in saying Supervisor Ruffino voted to approve Leary’s Schedule of Salaries resolution. He declared his ‘yes’ vote came about with the LIDA stipend increase removals. Ruffino’s explanation for the removals were spot on and Leary agreed to return them to 2021 levels with the understanding the adjustments should be determined by the LIDA.
My 4-1 vote declaration was made based on hearsay. In listening to the recording Ruffino voted ‘yes’ to Leary’s resolution after hearing the LIDA stipend increases were removed from the resolution. What muddied the water was Ruffino following up with his own resolution which received no second. Ruffino admitted when proposing the resolution that it was basically the same but with a few minor tweaks of little fiscal importance.
Just like your initial post, this turned out to be ‘much ado about nothing.’ The money is in the budget to make the increases happen. Ruffino explained it would not be prudent to do so, and why, and why the LIDA should consider the increases. Leary agreed and withdrew his LIDA proposal.
