The developer should have done a site analysis before developeing on it. The Town should have had the site analysis findings or conduct a site analysis. The owner could have asked questions and done some research too but if you see a developement going up you would not normally suspect anything wrong witht he grounds being developed on at first.Originally Posted by WNYresident
