OK - who is the code expert here?
Can one property owner literally light up another property owner's yard?
Example.
They place a flood on the back of their home. It's aimed to light up their entire yard which in turn lights up 3/4 of their neighbor's yard all night.

I know that in the VOL, such irritating practices are present.
Although I understand that there exists a general, undefined "nuisance" law, which seemingly is a strictly subjective and undefined weapon in the government's arsenal, I am unaware of any code restrictions governing the specific issue that you raise.

Would it bother me? Yes. I don't think Lancaster has any lighting ordinances.
Step 1: talk to neighbor
Step 2: put up 3000W light aimed at neighbors while they're using the firepit.

I believe the neighbor was asked about the light and now they leave it on 24/7 from what I'm told.

So if there are no lighting ordinances I could see where you are going with this.
I would find that childish but sometimes you need to stoop to that level to get results.
