    Residents voice concerns on Stutzman Road ‘no left turn’

    After concerned citizens on Stutzman Road asked for help to address cut-through traffic during rush hour, a traffic study was conducted with the recommendation to limit left turns from Stutzman Road to Pleasant View Drive during rush hour.

    The town board held a public hearing at the Aug. 23 meeting to discuss the recommendation, and multiple residents who lived off Stutzman Road discussed the inconvenience a “no left turn” sign would create for those who live in the area.

    “This is a public street and anyone should have the right to travel this street whether or not they live on the street. We all pay town taxes,” said a resident who lives on the north side of Stutzman Road, adding that she is sympathetic with the south side residents.

    In February, the Lancaster Town Board voted to conduct a traffic study of the area. In July, Town Supervisor Ronald Ruffino Sr. and Assembly member Monica Wallace announced the results, which showed 80% of the traffic heading southbound on Stutzman Road from 3 to 6 p.m. on weekdays is from vehicles using the residential street to avoid traffic on Transit or Harris Hill roads.

    “For far too long, traffic at this intersection has been a problem,” Wallace said, adding that she has seen traffic backed up all the way down the road. “We’re going to do what we need to do to fix it.”

    Ruffino said a big concern is that numerous cars waiting to make a left turn onto Pleasant View Drive are idling constantly in front of people’s homes during rush hour.

    “Kids playing in their driveway are breathing all the gases,” Ruffino said. “A car may only sit there five minutes, but it’s continuous, it’s nonstop.”

    At the public hearing, a resident suggested having stickers for residents who live on the street to be able to make a left-hand turn during rush hour. Ruffino said they are not able to do that.

    Council member Dave Mazur said one of his concerns it that the sign will force traffic to turn right on to Pleasant View Drive, turn into a different subdivision, and make a U-turn, traveling back on Pleasant View Drive, or use other subdivisions to travel.

    Council member Adam Dickman said vehicles may also use driveways to turn around in.

    “It’s only going to exasperate the problem for other neighbors in the area,” a resident said.

    The point about the children's health is well taken, but how about those children who live on other streets with high traffic volume and the the attendant stand-still traffic delays?

    In fact, I have seen backed-up traffic on Harris Hill, Central Avenue, and of course, Pleasantview Drive.

    How about the children impacted by fumes emanating from the intersections of other secondary and tertiary streets?

    If the perceived dangers of Stutzman Road are to be singled-out to the exclusion of the more broader problem, especially in this specific instance, I must ask if the Supervisor's objection is merely a superficially, if not disingenuously, noble one, and perhaps has been applied with a more broader agenda in his mind?
