    If you're really a "victim", then I would suggest contacting your most local representative (Council member or something along those lines).

    Ok that will get you far-- try this:
    NYS Department of State, Division of Code Enforcement and Administration; gonon the left hand side and find forms then scroll down to Requests & Petitions; under that you will find Local code enforcement complaint form!

    I had luck with Mr. Miranda he was reasonable to me.
