So they want to build up the outer harbor by taking tenants from downtown Buffalo. HSBC and Phillips Lytle need to be coaxed to stay downtown.
You know darn well the Gerry Bucheit will be looking for tax incentives for his development only to leave a gaping hole in downtown. If he wants incentives, let him take over the Statler again and add something to the downtown landscape.
The Queen City Landing proposal is nothing but urban sprawl in office buildings.
