why would police officers from out of the area volunteer to protect the city.? not to get paid. I think just to see some action. Buffalo has a PD.

so now watching ch 2 cops standing around behind the cement balls doing nothing as thugs wreck city hall . city hall is burning now. small fire inside.
thug threw a fire bomb right into city hall window. cops still standing around.
