Does This Mean That Having Taxpayers Pay Your Restaurant's Electric & Water Bill Is Unethical? Legal?

yes and no...

Utilities can be included in rent. I had that situation for years from my land lord but then again the utilities were far less than the rent I was paying. Now if utilities far surpass the rent there's something not right.
