    yes and no...

    Utilities can be included in rent. I had that situation for years from my land lord but then again the utilities were far less than the rent I was paying. Now if utilities far surpass the rent there's something not right.

    taxpayers aren't paying the the electric and water

    They are paying for the gas though....I think.....I heard......it's a rumor....maybe...could be true.....who knows
