Wegmans' plastic bag removal: What shoppers need to know

BUFFALO, N.Y. — On January 27, Wegmans will be getting rid of single-use plastic grocery bags at all of its stores here in New York. This impacts the plastic bags shoppers receive when they cash out at the register. All of the bags used for produce, deli, meat, and in the pharmacy, are already made from 100 percent plant-based materials.

You can also get a paper bag but it will cost you $0.05.
If that Wegmans is located in a city, town, or village which agreed to the state-imposed fee, $0.02 will go back to that municipality, while $0.03 will go back to the state.
What justification is there for the 5 cent fee?
