Two and four-year higher education institutions can receive awards from $500,000 to $1.5 million for projects that lower the use or environmental impact of energy both on campuses and in their communities.

Seriously... why does the money have to go to a university?
Why not a local high school who's buildings need roof repairs? Use the excuse the children want to research solar panel studies. Get $500,000 and replace a roof but add a couple of "education solar panels" "Well when we went to put the solar panels up we noticed our roof wasn't structurally sound so we did what we had to do" Look at the pretty solar panel we now have. Well something like that
