I wonder if we will find out at the next meeting the real reason some board members considered Speyer's hiring unacceptable.
    That's my take on it.
Here's the work session recording for others who are interested

I was wondering whether the lieutenant that was charged with reckless boating (misdemeanor) in connection with the death of the Lancaster teacher's union president was still on active duty?

The resolution was pulled to study. Political bull****
What I find really intriguing here is why this rubber stamp process, where the board formally approves the hiring recommendations made by the Highway Superintendent or Parks Crew Chief, is now being challenged.

Highway Superintendent Amatura and Parks Crew Chief Barbaro both submitted letters of recommendation for Speyer’s hiring. Yet three council members have reservations that Speyer was not the ‘best’ candidate.

So, is the reservation based on political inclination or on a charge of patronage hiring?

More importantly, we shall find out whether a town board vote outweighs the right to hire by a department head.

If there is also an opening in the Highway department for a laborer, Amatura could hire him (Speyer) without town board approval
per the Association of Towns - Town Law manual Chapter 2, Article III, Section 2-20.

Amatura could, but didn’t he just hire someone for the Highway Department?

Isn’t the question here whether Parks Crew Chief Barbaro has department head status and able to hire without town board approval, or whether Amatura as Barbaro’s overseer has the authority to hire Speyer - especially when Barbaro submitted a letter of recommendation as well?

Sure, there’s politics being played here by both sides. Let’s see who has the legal edge and wins out.

I wasn't aware that a department head had carte blanche in hiring except the Highway superintendent.
So, it will be interesting to see how this all plays out.

Since the Conservatives like to throw out rumors about everybody. How's this one?
One might think that Dickman backing Gaczewski is just job security with her lover
and co-property owner being Dickman's boss.
