I would think a school district could sell property they own to whoever they want. Best practice would tell you that the highest price would come from a closed bidding process, but I'm not a lawyer. I don't think a municipality would own a school.

Paladino is working with West Seneca officials on a proposal to construct a six-story, 105-room Staybridge Inn on Slade Avenue. It will be visible from the New York State Thruway and serve as a companion to a Hampton Inn hotel he already operates on the same street.
Pending various municipal approvals, construction on the $5 million, privately financed project could begin this spring and be ready to welcome its first guests this fall.

For the second time in less than a year, Staybridge Suites has teamed up with local development interests to build one of its hotels.
Developer Carl Paladino, through his Slade-Potters LLC, acquired land from the West Seneca Central School District on Potters Road to build a 112-room Staybridge Suites. It will be located down Slade Avenue not far from a Hampton Inn owned and operated by Paladino.
According to public documents, Slade-Potters LLC paid $500,000 for the land.

from a special session called by supervisor clark aug 2006 raising questions about rezoning of properties,

the "slade group" address is 295 MAIN STREET (that is the ellicott development address), in searching all in that address of donations, including: JP GROUP LLC, 1093 GROUP LLC, it tallies up to $9,000 of which was donated to friends of paul clark less than 6 months after a special session about "rezoning" properties upon building the hotel.
