Supervisor James Shaw says he's seen too many vacant spaces and that he wants to fill out the current shopping centers before making new ones.
The ban would last six months.

Of course preventing the construction of new shopping centers or expansion of existing shopping centers does nothing to fill vacancies if the vacancies don’t meet the needs of vendors. But Shaw is limited as a supervisor, very limited indeed, so one should expect little but empty gestures from him.
