    That is so unfortunate, Deb. The town board strung you along for six months when you were the sole applicant for an open position on Zoning Board of Appeals (ZBA); an open position because of a member death.

    When you were finally told by the Supervisor that you weren’t qualified to be on the ZBA, but more qualified to be on the town Planning Board (PB), I LMAO considering the other board members sat on their hands and/or lied in not supporting you during the entire six month process.

    I would be interested to now see how you would fare in the review process for the PB open seat.

    Maybe, just maybe, you would have been told by the town this time that you were over-qualified for the position and that you should consider running for the open Supervisor position in the upcoming 2019 election.

    Congrats gorja! I'm happy to see intelligent qualified folks sitting on these committees. New faces bring in new fresh ideas. Hey, maybe down the road you might consider a town board council seat?

    Tuesday’s Town Board meeting

    Resolution #12 – Appoint Stanley Keysa to the Planning Board.

    How did this come about when in the communications there were no letters of intent or resumes submitted by any individuals? Did Mr. Keysa submit a letter? Why wasn’t it published in the communications as in the past? What are his qualifications? Is he the son of former Supervisor Keysa and former Chair of the Planning Board?

    Was he the only applicant? I hear not, that there were others.

    All the Planning Board and Zoning Board of Appeal members whose terms were up submitted letters of intent. Candidates for last year’s ZBA opening had to submit letters of intent and resumes.

    Hope someone brings this up at Tuesday’s meeting or we may never know why Mr. Keysa was selected and appointed.

    Other

    Resolution #20 – Approve Collective Negotiation Settlement Memorandum with CSEA Blue Collar Unit. What does it entail? Can we get a copy of the agreement? I used to get a copy upon request.

    At the Monday night town board meeting Stanley Keysa was appointed to the Town of Lancaster Planning Board. Resident Georgia Schlager addressed the town board at the pre-file resolution public comment session on the appointment.

    Schlager asked on the process and appointment considering there were no ‘letters of intent or resumes’ posted in the communications; as is customary. She asked if Mr. Keysa had submitted such letter.

    Supervisor Coleman responded that Mr. Keysa did submit a letter of request and a resume to the board sometime in late December.

    Schlager then asked whether any other letters were submitted and received. Supervisor Coleman replied that other letters were received, but the majority of the board members felt Keysa was the most qualified.

    Schlager then inquired whether Keysa was related to former Supervisor (and Planning Board Chair) Stanley J. Keys. Coleman replied, “his son.”

    The resolution to appoint Keysa was approved by a 4-1 vote. Councilman Ruffino voted 'no' and while casting his vote voiced that he had personally submitted a letter of intent and with a resume of an interested individual who had 25 years of background and experience that would have made him best qualified him for the position.

    After the vote was taken, Supervisor Coleman introduced Mr. Keysa to the attendees and remarked that he was a graduate engineer and with his background and experience was well qualified for the position.

    Comment

    I applaud Ms. Schlager for questioning this appointment. She did it in a way that did not disparage Mr. Keysa or in any way question his qualification, rather to question why the standard process of publishing applicant letters of intent and resumes in the communications was not practiced here. Even Planning Board / Zoning Board of Appeals and IDA board members whose terms are up submit letters of intent (requests) to be re-appointed – and they are published in the town board meeting communications.

    The town board was late in posting the position opening and with no applicant postings in the town communications how can one not but question whether there were other applicants, what their qualifications are, and whether the appointed candidate was the most qualified, or whether patronage influenced the decision making.

    Yes, the hiring decision is in the town’s purview, yet the public has the right to follow the process and if not believed to be conducted in a fair and open atmosphere, the ability to hold the board member(s) accountable at voting time.

    Transparency? Not present here.

    Are we surprised? Nope. Why was his letter of intent not in the communications? Was it an oversight? Nope, everything Johanna does is intentional. Ms. Schlager, it's good you are there watching the hen house.

    Ruffino's "No" vote is simple, he's positioning himself for the Supervisor run.
