In the recording of the meeting after the executive session, there was a suspended resolution offered.
It was regarding the service of the statement of charges discussed at the previous executve session.
WHAT DOES THAT MEAN?
In the 25 years of religiously attending Lancaster town board meetings or watching their livestreaming I have never encountered a resolution debacle as what took place at last night's town board meeting.
A resolution was pulled because a site plan had not been completed.
A resolution appeared on the agenda for approval. The resolution read at the meeting for approval was not the one on the scheduled prefile resolution agenda but approved unanimously - without formal process of ang change notification. Is this even legal?
A business representative requested information why his application was not on the agenda when he had all the required approvals, was waiting approval to start construction, and promised his petition would be on last night's agenda. He was told it was mistakenly on the attorney's desk, not filed and would be on the next meeting's agenda.
When asked by Supervisor Leary whether there were any town or committee reports, there was silence on the part of the councilmembers. Perhaps someone can offer clarification at the next meeting on how these mistakes make it to resolution or not!

Yes.
The resolution in question was #15 of the April 1, 2024, town board meeting.
The language in the pre-file drafted resolution of the April 1st Town Board meeting can still be found on the April 1st website under 4-1-2024 Pre-filed Resolutions.
The recorded minutes of the meeting have already been posted on the Documents menu. Resolution #15 contains approval of the resolution read and approved at the meeting.
One of many resolution errors occurring in the past year needing correction or amending.
I have no issue that needs resolving. I just think it's disturbing, embarrassing, and potentially troublesome to the town to have so many resolutions presented with typos, missing, and/or incorrect information contained within them.
Resolutions are even being pulled or tabled to rewrite the language of the resolutions.
Who is responsible for writing and proofing these documents?
Don’t know where you got that from, what it means, or why you posted it, but I can tell you the following:
Donna Martin is Lancaster’s Deputy Clerk, does write a few resolutions when requested and helps review the resolutions prior to publishing and posting them on the agenda and website.
The brunt of the resolutions come from the Town Attorney’s Office or the Supervisor’s Office. Martin and Town Clerk Terranova may proof the resolutions before publishing them. They may question the sponsors of the resolutions but are often told ‘that’s the way we want them to read.’ (Typos, etc.,)
It is then up to the town board members to proof them before the meeting for corrections – especially the ones they are sponsoring. Too often board members do not open their packets until the night of the meeting.
It is then up to the residents at the public comment session on the pre-file resolutions to seek clarification why a resolution was pulled, the language of the resolution, et al. That just doesn’t happen anymore.
Still awaiting the results of the 2022 NYS Comptroller’s audit. We have been forewarned that there are issues.
And, looking forward to the upcoming Drescher & Malecki town audit. Never heard whether the town received a ‘clean opinion’ on the previous year’s audit.
