    The shelter design and building cost has changed dramatically over time and concerns arise as to shelter accommodations that protect the safety and wellbeing of staff, dogs, and the public.

    With the building now constructed of metal (roof & walls) soundproofing is a vital component as stated in the Guidelines for Standards of Care in Animal Shelters.

    Sound Control

    An appropriate acoustic environment is essential for good animal health and welfare. Noise should be minimized in animal areas. Dog and cat hearing is more sensitive than human hearing so it can be assumed that noise levels that are uncomfortable to humans are even more uncomfortable for animals. Many common features of animal shelters contribute to elevated noise levels, including forced air ventilation, barking dogs, non-porous building materials, use of power hoses, metal kennel gates, and metal food bowls. Excessive noise contributes to adverse behavioral and physiological responses

    Flooring, 4-ft walls to house dogs safely and securely with cage fencing, interior access safety protocols, etc.- all factor into providing a shelter unlike our present ‘deplorable’ shed - one that meets today's 'best practices' standards

    Cutbacks have been made to reduce costs. Hopefully, no cutbacks were made that will later require expense change orders for remediation.

    Hopefully the Dog Control Department will get the proper staffing to operate efficiently - with a trained staff!

    The kennel windows are clear and set too low to ground level. Some form of screening will be required to prevent visitors from looking inside and disturbing the dogs, or preventing dogs from looking outside, becoming distressed and barking excessively.

    I can not tell from the photo, even enlarged, but does the cement floor have any joints cut in it, or was it poured in separate sections?

    Surely this thing was not constructed in one pour, was it?

    Don't know. Understand there was work being done at the shelter today.

    Do know the kennel floor area is supposed to be epoxied and concern should be given to added grit size to ensure the dogs paws are not tore up.

    Also understand the need for proper building access protocols to protect the safety of staff, the public and dogs. Proper height of kennel separating wall and added screening open size.

    Councilmember Mike Wozniak sponsored a resolution Monday night to grant extension of the Substantial Completion Date of the dog shelter by approximately sixty (60) days, from February 10, 2022, to April 11, 2022, due to material delays related to supply chain issues. The change order request from MGR Constructors, Inc. does not impact the construction bid cost of $475,400.

    Councilmembers Wozniak, Mazur, Leary and Dickman voted for resolution approval. Supervisor Ruffino voted ‘no’ without comment.

    Confused by Supervisor Ruffino’s ‘no’ vote as the delay request was reasonable and considering the project concept originated in June 2019, received a state grant in early 2020, and was delayed by the town for myriad reasons.

    Disappointed once again to not hear any committee report on the construction progress of the dog shelter. Then again if Councilmember Wozniak were presenting the report, the message would be lost on the recording. Despite Supervisor Ruffino’s advice to speak clearly into the microphones provided so those listening to the recording of the meeting at home later could not mishear, Councilmember Wozniak consistently seems to ignore that message. Too often his words are inaudible / indistinguishable.
