    Yea, the wife said that WM suggested leaving the tote in sunlight as a remedy. I'm glad to see Lancaster has entered the high tech era.

    A little help please

    Finally got the Waste Management mailer that was promised weeks go; and repeatedly thereafter by the Town Supervisor and Waste Management representatives.
    Had it been mailed even a week ago, the confusion we experienced in our subdivision would have been averted. A very informative mailer including scheduled pickup days for every street – trash, bulk and recyclables. Even information on how to get rid of your current personal totes.

    The only piece of information missing is whether you can use one of your old totes for putting smaller bulk items into and having it considered one item. To have to place items like lamps, pictures, accessories, etc. in the trash cart is not only unreasonable, but when uncontained unsightly at the same time.

    I called the ‘Hot Line’ and was told to leave a message and they would get back to me. I am pretty certain that I heard a council member say that our private totes could be used during bulk pickup.

    A little help here, please. My bulk pick day is tomorrow and if there is no allowed use for my tote, I want to dispose of it while I can.

    Just got ours about an hour ago in the mail, but it appears to be a reformatted version of accompanied the totes. Today's mailing came with a cover letter.

    Yep, this morning at 5:00am, they were blown over all over the place on Broadway and weren't empty totes as it was too early for pick up.

    The mailer I received from Waste Management may have contained repetitious information but it contained the added Town of Lancaster Street Listing & Service Schedule which was not included with the carts. That missing information was what led a few of us neighbors to contact others we knew that did not have computers to alert them of the day change in trash, recyclable and bulk pickup for our community.

    That mailer was promised six weeks ago and at a January 22nd town board meeting Supervisor Coleman openly stated that the Waste Management mailers were mailed that very day.

    Bulk pickup is going to be a nightmare for many residents even after the bugs are worked out in the transition period. This has not been a smooth operation and the town and Waste Management have to be blamed for the glitches in not notifying the property owners until the 11th hour on what to expect.

    New flyer in the mailbox today from the town, blaming everything on Waste Management.

    On the positive side, the supervisor has a new email address; garbage@lancasterny.gov. Seems quite appropriate, and no, i'm not joking on that one.

    Didn't get my mailer from the town yet.

    The blame game can be placed on the town as well and the local media outlets that spent very little ink on such an important project over the 8 month period this waste contract project was being formatted and discussed; and especially just prior to the inception of the program.

    When Supervisor Coleman kept openly repeating at town board meetings the 'we have to wait and see what they give us' is not the way negotiations are supposed to be conducted. Waste Management is the big winner here. Yes, the unit garbage fee is still low in comparison to other municipalities but the services being provided under the new contract have been decreased significantly.

    My trash was picked up this morning. My 220 unit community complex was in compliance using the new carts. The driveways were plowed. The carts were placed as required by Waste Management. A great number of carts toppled over into the street when being returned after unloading.

    Property owners are still unsure as to whether they can use their private carts for small item bulk pickup.

    Some property owners still have no idea on how to handle once per month, three item limit bulk pickups - where to store items for scheduled pickup day and/or other resources and associated costs to get rid of the materials immediately.

    It still beats the cost for contracting your own waste removal, the ensuing chaos and code enforcement operation, etc. But as the town and Waste Management sets the policies and guidelines for us to follow, is it asking too much for transparency, truth and counter cooperation?

    This information should have appeared in the Sun when they were still distributing free copies; not now to only paid subscribers.


    The long ago promised Waste Management mailer that is just arriving this week has the information property home owners needed before the start of the new contract guidelines for people who received the new carts - especially concerning the change in trash pickup dates.

    Refuse minutes from February 19th town board work session

    Supervisor Coleman spent the greater portion of the meeting updating the board members on the recent failings of the new refuse contract operation and future operation expectancies:

    Change is difficult and hurdles must be overcome.

    Contract negotiation with Waste Management (WM) completed in early January. By agreement in place WM was to send out mailer notifying residents on operation start time, operation guideline expectations, changes in trash / recyclable / bulk pick operations, change in scheduled pickup days, etc. Promised mailer delivery for January 14th, January 22nd, February 4th – did not arrive until February 13th. Confusion reigned, many complaints received – code red issued by town to alert community.

    Cart delivery process near completion.

    Disposal market rate increase resulted in tax increase.

    Town has leftover 18-gallon bins for sale - $6.50.

    Waste / recyclables will only be picked up in town issued carts – after all carts have been delivered (sometime this week). WM has been picking up everything in the interim.

    Resident requests for 65-gallon carts in place of the 95-gallon carts will be addressed when the operation has been in place for a period of time.

    Businesses that got rid of dumpsters and started uses totes were getting a free ride as they were not officially certified / scheduled for waste pickup. Town will address businesses along Central Avenue storing their carts in front of the buildings.

    At last night’s town board meeting public comment session a resident asked why she was going to be charged a rental fee ($103) for obtaining a second trash cart to meet her weekly trash removal needs; and why she could not be using her private purchased tote for grass clipping collection.

    Supervisor Coleman explained that the average household annually generates one ton of garbage. The use of a 95-gallon tote should cover that collection amount. Some households generate much less garbage and pay the same amount. Those generating more trash and in need of a second cart will pay more to offset the added costs to collect and dispose of the trash.

    All trash must be placed in town provided carts; or the 40 lb. bags sold by the town, declared Coleman.

    Coleman later came back to the new trash contract and explained that town resident pays a Refuse District unit rate that covers trash / recyclable /bulk pickup and disposal, as well as town provided services that include brush, leaves, tree cuttings and tire operations.

    The unit rate increased $18 this year (to $166.88) because of the increase in the tipping fees for waste removal. To make things as fair as possible for all unit owners, those who generate more trash than is collectable in a 95-gallon will be charged more.

    Comment

    Wait for the bulk pickup shoe to hit the ground. When former Supervisor Dino Fudoli negotiated the last contract with Waste Management five years ago, the same contract as the previous, he warned of this coming and the impact will have on the bulk removal operation.

    One bulk pickup per month, limited to three items. Got that!

    And where to store those bulk items in the interim.? Be prepared to make extra service calls for bulk pickup and the added costs to do so.
