    Councilman Ruffino's resolution to RESCIND GAR resolution

    Councilman Ruffino is proposing a resolution to rescind the GAR resolution until there are competitive bids from formal RFPs



    Wonder if the LONE Republican will second this?????

    The assessor stated that she is working the assessor job on a part time basis that in the past was a full time position.

    Her predecessor was the Town of Clarence assessor of which we shared services with. She worked part time hours in Lancaster and part time hours in Clarence.
    She was not full time in Lancaster

    The subject of the resolution was contracting for reassessment services not a summary of her budget

    Maybe, someone should ask former Assessor Marrano if he received timely reports resulting in state reimbursements from Emminger during out last reval

    It was in 2012 that the town had its last full time assessor – Dave Marrano

    His salary was $168,630, $90,000 was allocated for Professional Services and his total department budget was $316,088.

    The current part-time assessor earns $51,000, allocated $110,000 for Professional Services and has a total department 2018 budget of $291,959.

    However, there are differences now in department staffing and benefit packages between the two administrations which leads to the current assessor to declaring her department spending is down and that decrease can be used to offset outside appraisal costs.

    It is not an ‘apples to apples’ comparison and town board members will have to weigh the comparison and decide whether it is even relevant to the decision to hire GAR - whether it has merit or deciding it is not relevant and the process needs rebidding.

    Most interesting will be to see if Councilman Ruffino even gets his resolution seconded by any of the four other board members. The four voted ‘yes’ to approve a resolution sponsored by Council member Walter at the last meeting and were quite confident that due process was followed by the assessor to retain GAR Associates to assist in the reassessment.

    Regardless of outcome, hopefully it is in the best interest of the community.
