The Buffalo School District and Niagara County were among nine municipalities in New York state to have paid benefits to deceased retirees or spouses, according to a report from the comptroller's office.
The total pay out was $786,481 in health insurance premiums for 65 people who passed away, some as many as 12 years ago. The audit said the local governments lacked adequate internal controls and monitoring of identification methods.
