Engineerfag here. That projectile was not a round from a railgun or any EM device. It’s a missile. Earlier an anon pointed out that the picture was taken with a twenty second exposure, which accounts for the long exhaust jet. Also, it’s worth pointing out that the exhaust exiting the missile is displaying classic isentropic flow characteristics. This means it’s operating at its design condition (Rockets are typically designed to provide maximum thrust at a certain environment). Considering this, I’d guess this was a short-range SAM. Beyond that, I will not speculate.

The shutter on the weather cam happened to open randomly after the missle was already up, that's why there is no huge bright spot at the bottom.
When the photo is of a planned launch, the shutter is opened before or just as the rocket is launched.
Not sure I can make it any clearer, but I'll try...
(Theory) It's a plane. to be exact it is the very plane in pic (below)
See the orange reflection in the water in the bottom left hand corner of missile pic? That the sun rise. The contrail of the plane is reflecting the orange sun
It was a 20 second exposure because the camera takes night photos. long exposures would capture the movement exactly like you see it in the photo.
see the map? the red circle is the camera.
the blue circle is Whidbey.
See the plane's flight path? directly across the camera's line of sight. That makes the contrail appear as if it is going UP. this is very very likely what we see in that pic

used for a plane that launches from an LHA or LHD-Class Assault Ship / Aircraft Carrier stationed in the North Pacific / Aleutian Islands (near Alaska)
I think an aircraft carrier near Alaska (one is in pic related) saw the missile and used one of many of its assets to shoot it down before it could explode, fall successfully on target, or finish the test back into the sea
Perhaps the Anon who theorized a plane was involved actually saw the "asset" that intercepted the missile?

Paul Ryan was one of the many who either resigned or will not seek reelection (Q says they had no choice in the matter, some made deals - just about ALL politicians were dirty). Apparently Paul Ryan, who was a "Never Trumper" was allowed to stay on (after exposed and confronted) and support the President.
Majority Whip Scalise brings the votes. The Speaker of the House decides what gets voted on. The Hastert Rule says that the Speaker will not schedule a floor vote on any bill that does not have majority support within his or her party
