"Ms. Ugoretz oversaw intelligence products and briefings for the FBI Director and the Attorney General, as well as FBI analysts’ contributions to the President’s Daily Brief."
Who discovered the Chinese link to HRC's server(s)?
Who reported the discovery?
Who inserted the discovery into the PDB?
Paper-trail.

Tonya Ugoretz is a career FBI Intelligence Analyst currently assigned to the Office of the Director of National Intelligence (ODNI) as Director of the Cyber Threat Intelligence Integration Center (CTIIC). She joined the government in 2001 as a Presidential Management Fellow and as an all-source analyst with the FBI’s Counterterrorism program. In 2003, she became the first analyst to serve as the FBI Director’s daily intelligence briefer.

She's not the one looking at server IP logs.
She's not the one deciding to report the findings up to the DNI.
She's only the last line before the PDB - that is her job.
A quick review of her social media indicates that she is NOT a supporter of the Wall, tax cuts, EPA and other deregulation that Trump is advocating. She is not impressed with MAGA economic numbers coming out. Safe to say she does not support the MAGA agenda

This means the FBI always had the servers…otherwise an analyst wouldn't just be able to analyse the code and the added script the Chinese embedded. Question is…when do we see transcripts?
The only story out thus far is
this article from The Daily Caller mentioning different people from same agency - NOT THE DIRECTOR ...
The Intelligence Community Inspector General (ICIG) found that virtually all of Clinton’s emails were sent to a “foreign entity,” Rep. Louie Gohmert, a Texas Republican, said at a July 12 House Committee on the Judiciary hearing. He did not reveal the entity’s identity, but said it was unrelated to Russia. Two officials with the ICIG, investigator Frank Rucker and attorney Janette McMillan, met repeatedly with FBI officials to warn them of the Chinese intrusion, according to a former intelligence officer with expertise in cybersecurity issues, who was briefed on the matter. He spoke anonymously, as he was not authorized to publicly address the Chinese’s role with Clinton’s server.
