    There seems to be a couple of Councilman candidates who had a fundraiser in June but did not file
    a July 15th Financial Disclosure report or maybe it's located where I can't find it

    Or maybe someone has the excuse of a computer problem again

    Okay, I went to the state site and found their authorized committee isn't in their individual named committees Their authorized committee is the Lancaster Republican committee. The Lancaster Republican committee does have a 2017 July Financial Disclosure Report in the system

    What's the difference between a Designating petition and an Independent Nominating petition?
    What's an Opportunity to Ballot mean?

    They all seem to have different filing dates

    The only petition I'm familiar with, is one presented to us to get out of town by sunset. But, to try to seriously answer your questions:

    Designating petition
    Are petitions for candidates running under a specific party label. For the primary to get a spot on the general election ballot.

    Independent Nominating petition?
    I think are for an individual running for an office, but without the endorsement of a political party, or the desire to have an endorsement of a political party.

    IE, if you and I wanted to run for a council seat, just as private citizens; doing it on our own. (I wonder if Breezy would support me?)

    If the candidate gets enough signatures, that person receives a spot on the general election ballot.


    What's an Opportunity to Ballot mean?
    I think is an "uncommitted" spot on party primary ballot. It is kind of like holding a spot open on the ballot for someone, identity yet to be decided. "I'll fill-in the blank before primary day."

    But, what do I know?

    As an unaffiliated party voter (blank - since I started voting at age 18) I have not had the opportunity to cast a ballot in the primary. I have recently been told that I could cast a ballot on the Reform line. Is this true?

    Just a guess, but if the Reform Party has an "Open Primary," I think you could.

    Already received an email from a knowledgeable individual that stated: "A 'blank' can cast a vote in the reform party primary because their rules allow it, all other parties you must be an enrolled member of that party and can only vote in their primary."

    One is never too old to learn something.

    Mark, does that mean that the political parties set the primary rules not the state?

    In Presidential elections Gorja, The New York State Legislature sets the rules, at least for major parties. New York has a CLOSED system in NY's Presidential Primary. I believe that rule applies to most state, county and local offices in NY with the R-D-C labels.

    But I think your question goes to The Reform Party in New York. It is an outgrowth of the Stop Common Core Party, and is still somewhat unorganized on a county and town level throughout the state, and a work in progress. Therefore, the legal restrictions and procedures may reside in the gobbility-goop of the Reform Party rules. That may account for the "liberal" rules on primary voting.

    But as far as the major parties, the state controls the primary voting rules.

    As quizzical as you with respect to the inconsistency.
