You can't "send" people anywhere. They have to want to go.
Unfortunately, our multi-generational welfare class has reduced their expectations as to what life has to offer, that they are willing to accept a very marginal state of existence as "normal".
We need some radically new thinking.
Vincente Fox and his administration leave office this year.
How about we appoint his outgoing Minister of Welfare as Erie County's Commissioner of Social Services.
This Minister has put together a regime that is so distasteful that the poorest and least educated of Mexico's population would risk death in the desert and an increasingly-hostile American population rather than stay in Mexico.
