Hamburg Town Board considers moratorium on shopping centers

BUFFALO, N.Y. — The Hamburg Town Board is considering a moratorium on shopping centers.It's meant to stop any plans to expand or approve new plazas from being built.
Supervisor James Shaw says he's seen too many vacant spaces and that he wants to fill out the current shopping centers before making new ones.

Too many vacant spaces including people's shopping patterns have changed over the years.

Of course preventing the construction of new shopping centers or expansion of existing shopping centers does nothing to fill vacancies if the vacancies don’t meet the needs of vendors. But Shaw is limited as a supervisor, very limited indeed, so one should expect little but empty gestures from him.
