This has to be bad parenting. What type of parents raise kids that would even do this? Plus if you are going to do this do it the right way. If you are begging for food/supplies a few days in you clearly weren't prepared :)
If anything like this ever popped up in Buffalo/Erie County I would expect it to be nipped in the bud quickly. Even if it meant asking for volunteers to handle the situation.
