Cheney isn't being mean, he is just being true to his view of what a president should be. He thinks Obama is the worst president because he thinks Obama should have told the world that the republicans, conservatives, and tea party candidates had weapons of mass destruction in order to defeat them at the polls. Cheney sees the lack of willingness to use a big lie as a sign of weakness and ineffectiveness as president.
He didn't tell the one Cheney thinks (from experience) works the best.
Say what you want, but Bush/Cheney removed a dictator and liberated a people. Meanwhile, Obama lost Iraq and the rest of the middle east to the Islamic State terrorists because he pulled out. The entire Middle East region out of control now.

China is a ways from flexing anything. The ability to project power is the key and although China has a large army, they currently lack the means to do much with them except march them. They are at best a regional power. With nuclear weapons, but not much else to act globally right now. Shoot, they have worse financial issues than the US does in many ways right now.
