My guess is that the dark SUV created a blind spot for both. The pedestrian didn't see the last car, and the car didn't see her. To know who's officially at fault you'd probably need to know the local laws of that country and what's required by law at crosswalks. There are funky lines on the road there... it might mean something for drivers. I'm betting that the driver is at least partially at fault even though the pedestrian looks a little foolish here. Also can't tell if the driver left the scene or just parked out of view.
